A support plan is the paid tier of technical support that AWS, Azure and Google Cloud sell on top of the basic support every account includes, priced as a fixed monthly fee or as the greater of a minimum fee and a percentage of the month's charges, tiered on every plan except Google's Standard Support. On the invoice it is a line of its own that no workload causes, that lands at the paying account and that, at two of the three providers, grows with usage. Leave it out of cost allocation and one line of the cloud bill has no owner.

How it works

Documentation, community and billing questions come with basic support at all three providers. Technical support with response times is paid for: on Azure at a fixed monthly price, on AWS and Google Cloud at the greater of a minimum fee and a percentage of the month's charges, tiered on every plan except Google's Standard Support. The base there is gross cost at list price before discounts and credits, without third-party Marketplace purchases.

AWS

AWS Support has three paid plans: Business Support+, Enterprise Support and Unified Operations (as of 2026-10-16; the billing documentation still names Developer, Business and Enterprise). The base leaves out AWS Support itself, AWS Marketplace and Professional Services, among others. Upfront payments for Reserved Instances and Savings Plans count in the month of purchase, recurring fees in the month they are incurred. Business Support+ is calculated per account, Enterprise Support and Unified Operations on the combined charges of all subscribed accounts.

In AWS Organizations each member account subscribes on its own and pays from its own usage; Enterprise customers can combine accounts into one aggregated monthly bill. Support fees on Reserved Instance or Savings Plans purchases fall on the purchasing account. In the billing data support is a service with its own line items; under billing transfer they are missing from the source account's pro forma views until the transfer account models them as Billing Conductor custom line items.

Azure

Beside Basic, Azure offers Developer, Standard and Professional Direct at a fixed monthly price, and Unified Enterprise for Azure and other Microsoft products, with no monthly price on the plans page. The plan is an offer of its own, billed monthly and renewed automatically, and cancelling brings no prorated refund. Azure Prepayment from an Enterprise Agreement does not cover support plans.

Cost Management does not include support charges: Microsoft lists them, beside taxes and credits, as not included, and the support plan offers appear in its list of unsupported offers. The line exists only on the invoice, in neither cost analysis nor the cost details export.

Google Cloud

Google Cloud calls its support Cloud Customer Care, with the levels Basic, Standard, Enhanced and Premium. Standard and Enhanced are bought in the console on the Support page under Overview by an administrator with the Organization Administrator and Support Account Administrator roles, who picks the organisation and the Cloud Billing account that pays the base fee. Enhanced can also be bought by contacting sales, with an initial term of 12 to 36 months and 30 days' cancellation notice; Premium is sold through sales with a twelve-month minimum term. The plan covers every project of the organisation. The base takes in Google Cloud, Looker and Google Security Operations; for BigQuery reservations and resource-based committed use discounts the list price of the commitment fee counts. Plans bought online renew every 30 days, and a cancellation takes effect at the end of the current 30 days.

What it means for your cost

Support is the textbook shared cost: no team, tag or resource causes it, yet it is on the invoice.

ProviderPrice basisWhere the line landsThe allocation question
AWSMinimum fee or share of gross chargesAt the subscribing account, as a service in Bills, Cost Explorer and the CURBy which key is it spread?
AzureFixed monthly priceOnly on the invoice, not in Cost ManagementHow does it reach a report fed by the export?
Google CloudMinimum fee or share of list-price chargesAt the chosen Cloud Billing account, for the whole organisationHow is an organisation fee spread over projects?

Three consequences for the cost report. First, a report by service, tag or project shows support as a line without an owner or, on Azure, not at all; the report should say whether support is in scope. Second, negotiated discounts and credits do not reduce the fee at AWS and Google: the larger the discount, the larger support's share of what is actually paid. Third, support needs an allocation key; the chapter Allocation and ownership covers keys, tags and labels and the cost allocation of shared cost. Which account carries the plan follows from the account structure, and usage, rates and line items explains the usage lines the percentage rests on.

Where it goes wrong

  • Support missing from the export. Symptom: the Azure invoice exceeds cost analysis by the same amount every month. Cause: Cost Management does not include support charges.
  • A jump in the purchase month. Symptom: the AWS support fee rises sharply in one month while usage is flat. Cause: a reservation or Savings Plan upfront payment counts towards the base in the purchase month.
  • A discount with no effect. Symptom: a price reduction is negotiated, the support fee stays the same. Cause: AWS and Google calculate on charges before discounts and credits.
  • The minimum fee several times over. Symptom: several small AWS accounts each pay the minimum fee. Cause: Business Support+ is calculated per account.
  • A cancellation that does not end at once. Symptom: the plan is still on the invoice after cancellation. Cause: AWS requires a minimum commitment of 30 days, 90 days for Unified Operations; Azure gives no prorated refund; Google cancels online plans at the end of the current 30 days, Enhanced from sales needs 30 days' notice after an initial term of 12 to 36 months, and Premium has a twelve-month minimum term.

Example

Published list prices from the US English pricing pages, in USD, read on 2026-10-16. AWS Enterprise Support has a separate tier schedule for qualified billing profiles in Latin America, India and mainland China, and Unified Operations its own tiers in us-gov-east-1 and us-gov-west-1; neither is shown here, and otherwise the plans are not priced by region.

PlanMinimum fee per monthShare of monthly charges
