FinOps capabilities are the fields of work the FinOps Foundation's Framework names and groups into four domains: Understand Usage & Cost, Quantify Business Value, Optimize Usage & Cost and Manage the FinOps Practice. A domain names an outcome a practice is meant to reach; a capability is something an organisation can do to reach it. The 2026 version of the Framework, read on 2026-10-16 and licensed CC BY 4.0, lists 22 capabilities. For the bill it means that each capability a company practises leaves an artefact, a report, a rule or a budget, and each one it skips leaves a question nobody answers.
How it works
The Foundation assigns each capability to one domain and makes three points: domains are not steps to work through in order; domains and capabilities depend on one another; and an organisation builds the capabilities that fit its needs and maturity, not all of them at once. In its description, the four domains in turn gather, allocate and report the data, tie cost to value, keep resources running only for value at the lowest acceptable rate, and run and improve the practice itself. Each capability runs at its own maturity, and names change between versions, so a capability list holds only with its version and read date. Which phase a capability is working in is covered by Inform, optimize, operate: the three FinOps phases; what FinOps is as a whole, by What FinOps is.
The 22 capabilities
Per capability: its name, what it does in the Foundation's description, where this handbook treats it, and the artefact a company of 10 to 200 people practises it with.
| Domain | Capability | What it does | Treated in | Artefact in a small company |
|---|---|---|---|---|
| Understand Usage & Cost | Data Ingestion | makes billing and usage data queryable | Billing data and standards | an export per provider |
| Understand Usage & Cost | Allocation | assigns cost to owners, shared cost included | Tags and labels | a cost allocation rule |
| Understand Usage & Cost | Reporting & Analytics | shows usage and spend patterns to every persona | Reporting and analysis | a cost report per owner |
| Understand Usage & Cost | Anomaly Management | detects and clarifies unexpected cost events | Cost anomaly detection | an anomaly alert with an owner |
| Quantify Business Value | Planning & Estimating | estimates a workload's cost and value in advance | Budgets, forecasts and finance | a cost estimate per initiative |
| Quantify Business Value | Forecasting | models future cost from history and plans | Budgets, forecasts and finance | a forecast per scope |
| Quantify Business Value | Budgeting | sets and monitors spending limits | Cloud budgets | a budget per scope |
| Quantify Business Value | KPIs & Benchmarking | compares metrics across teams and organisations | Budgets, forecasts and finance | a few KPIs in the monthly review |
| Quantify Business Value | Unit Economics | relates cost to the value of a product | Unit economics and unit costs | a unit cost per customer |
| Optimize Usage & Cost | Architecting & Workload Placement | weighs cost when choosing services and locations | Optimisation and savings | a cost section in architecture decisions |
| Optimize Usage & Cost | Rate Optimization | lowers the rate through commitments and discounts | Pricing models and commitments | a documented commitment decision |
| Optimize Usage & Cost | Usage Optimization | fits resources to actual usage | Optimisation and savings | a list of savings opportunities |
| Optimize Usage & Cost | Licensing & SaaS | manages the cost and value of licences and SaaS | What cloud services cost | a subscription list with owners |
| Optimize Usage & Cost | Sustainability | weighs environmental impact in decisions | no chapter of its own | the choice of region |
| Manage the FinOps Practice | FinOps Practice Operations | builds and runs the practice | Governance and the operating model | a monthly review |
| Manage the FinOps Practice | Governance, Policy & Risk | sets policies and controls | Guardrails and approval thresholds | an approval threshold |
| Manage the FinOps Practice | FinOps Assessment | measures the practice against its goals | Governance and the operating model | a self-assessment per capability |
| Manage the FinOps Practice | Automation, Tools, & Services | software that carries capabilities | Tooling | the provider's console and its export |
| Manage the FinOps Practice | FinOps Education & Enablement | builds a shared vocabulary | Governance and the operating model | a glossary |
| Manage the FinOps Practice | Invoicing & Chargeback | reconciles invoices and charges cost back | How cloud billing works | invoice reconciliation, showback or chargeback |
| Manage the FinOps Practice | Intersecting Disciplines | coordinates with neighbouring disciplines | Governance and the operating model | a contact in security |
| Manage the FinOps Practice | Executive Strategy Alignment | connects spend to business strategy | Governance and the operating model | management's investment decisions |
Executive Strategy Alignment is the newest capability: the Foundation added it with the Framework update of 2026-03-19 and ties it to the principle that business value drives technology decisions. What that changes for a small team is set out in FinOps Framework 2026: what small teams should actually change.
What it means for your cost
A company of 10 to 200 people practises first the capabilities from which the rest draw their data or their reason to decide. That is a dependency, not a ranking: each of the following five leaves an artefact the others presuppose.
| Capability | Why first | Where you see it in the data |
|---|---|---|
| Allocation | without an owner per line item, no report is addressed to anyone | the unallocated remainder per billing period |
| Reporting & Analytics | every other capability gets its numbers through the report | a cost report per owner, opened every month |
| Budgeting | only a budget turns a total into a variance someone decides about | budget and variance per scope |
| Anomaly Management | an unexplained rise otherwise becomes the new baseline | an explained anomaly alert with an owner |
| Rate Optimization | a stable base load at list price is a decision nobody took | the share of usage under commitment, the terms |
The rest start at low maturity or as a by-product: Data Ingestion is met by the provider's export, Forecasting follows from the history in the cost report, Governance, Policy & Risk starts with one approval threshold, and Usage Optimization with the idle resources the report already shows. The question the overview answers is therefore not which capabilities to introduce, but which artefact the next decision is missing.
Where it goes wrong
- All 22 at once. Symptom: an adoption plan gives every capability an owner, and a quarter later none is running. Cause: the domains were read as a work programme; the Foundation describes outcomes for which an organisation builds the capabilities it needs.
- A capability without an artefact. Symptom: budgeting counts as introduced, but there is no budget per scope, only a figure in the annual plan. Cause: the capability was taken as an intention; it runs only once a report shows a variance someone has to act on.
- Old names. Symptom: internal documents speak of Workload Optimization, Cloud Sustainability or Policy & Governance, which the Framework no longer lists. Cause: the 2026 version renamed these capabilities; a list of capabilities needs the version it refers to.
